The leader of the mob fell in love with Safiye and after a few rejections gave her an ultimatum of sorts and she was more or less forced to marry him. Realizing that her husband would do whatever she asked, she effectively took control of the mob through him. Everyone knows that she basically controls the mob but nobody really says anything.
